Unions have made a strong attack on the idea of foundation hospitals, and accused the Government of "driving a dagger" through the heart of the NHS.The TUC Congress vowed to oppose the controversial hospitals - which will be able to set staff wages and attract private finance - predicting they will create a two-tier health service.
